its a road that has not been paved yet.  in florida alot of our back roads are like that...they get wavy.  their are dirt and sand and every now and then....the run over them with a big machine to get the waves out

It is a dirt road that when driven over too fast  people hit the breaks hard and the tires "skip" over the road and makes waves!

Actually, it doesn't have to be dirt, it can be gravel or even a blacktop road.  Areas that are washboarded are usually at intersections.  They are caused by drivers waiting until the last minute to use their brakes, the wheels bounce and impact the road.  Excessive acceleration will also cause this.  Some stop intersections don't have this problem, others have it all the time-it is directly dependent on the type of drivers approaching and leaving the intersecetion.
