My wife and I trained our children to take full responsibility for their actions. We called it spartan training. When they were very young they had to make their own beds, make their own phone calls , do chores. If they did something wrong we made them apoligize to the wronged person. We cut out tv during the week.  We made them go out to  play instead of video games. We rewarded them for hard work. You can still hold them to be responsible for their actions.  Don't help them and for heaven's sake don't do things for them that they should be doing because it is easier.
