If a Commander is conducting a meeting and has an angry member hurling accusations at the commander and the commander gets angry and decides to leave the meeting before something is said that shouldn't be but utters that they are resigning,is that an official resignation or can they recant the rant and continue as commander until the term is done?

That depends. If your organization requires a resignation in writing, then a verbal statement "I'm quitting" would have no effect.  But otherwise it might be up to a board whether to accept a verbal "I quit."  If the board wants to accept the resignation they could do so.  If the board wants to keep the Commander, they could reject a verbal resignation and ask for a written one to specify when is the effective date.  If the Commander wants to stay on, he could decide not to give a written resignation.
