Redness, Swelling and Itching after having my blood drawn

I had my blood drawn 11 days ago and everything was fine until the 6 day after the drawing of blood. Now I have a hard lump under my skin and redness and swelling that spans about 2 inches from the puncture. It itches from time to time and if I touch it it becomes red and swollen. Is this something I should have looked at?
