Do recruiters promote the fact that job seekers should be active in online personal branding?

My general opinion is no.  A recruiter is paid by a company to find talent.  Once the recruiter is engaged with a candidate they should take the time to address any and all online matters that could show up in a background check or review by a potential client.  Beyond that, it is up to the candidate to develop a strategy.  I will say this, if your online personal branding includes posting your resume all over town, you significantly decrease your chances of working with a recruiter.  My advice is to post your resume confidentially if you working with recruiters is part of your strategy.
