Is this a record for Bert Blyleven?

Bert Blyleven was just elected to the Hall of Fame after being on the ballot for the 14th time. Is this the most times a player has been on a ballot before they finally got into Cooperstown?

As far as I can determine, there have been several players who have been on the ballot 15 times but were elected by the Veterans Committee instead of the Baseball Writers Association.  Examples are Red Schoendienst, Orlando Cepeda, Jim Rice, Jim Bunning, Bill Mazeroski, Richie Ashburn.  Blyleven might be the only one who has been voted into the Hall by the BBWA after being on the ballot 14 times but I'm not sure about this.
