Most likely some health code.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.

Sounds to me like you need to contact the organization that you obtained your dog from. They know ALL of the rules and regulations.

I have a friend that I dated and when we went to get her service dog there were a lot of regulations and rules that I can't even remember right now. You might even find something by Googling it.

It seems to me your dog was refused admittance was because they were afraid he would take over because of his training. I certainly would have asked them the reason. I would want a better answer than that. I would get an OK from the dogs Vet.

It sounds very much to me like he was abused. As far as running your house, well, that's pretty normal when it comes to dogs and cats.
