What can cause a red (bumpy) spot on top of the penis and redness on the skin in the same area - where the penis skin meets the scrotum (the bottom, top part of the penis head)? I very much doubt that this is a STD since I have used condoms whenever I've had sex. However, I have been using a swimming pool and hot tub at an Athletic Club in the past few weeks - in fact, about 5x per week - so can this be causing the problem?
