Juvenile Law is by necessity more lenient than Adult Criminal Law.  Juveniles may be unaware that they have committed a crime when they break the law.  It is a question of intent. 

Some juveniles never knew that what they did was wrong because they lived in a home environment that was so rancorous that they did not understand that striking others was not routine.

California Child Protective Services can only do so much: that os why we have such institutions as Boys and Girls Republic, and Boys and Girls Town.  These institutions cannot replace an orderly family.  However, considering the numerous abuses that leftist liberal parents impose against the moral values of children, these institutions may be their only real hope.

There are 26 such facilities in California, all severely overcrowded and desperately in need of your support.
