I don't believe so. There are already penalties in place for those acts, and anyone doing their business in public, well, sex isn't what they're thinking of. I think a sex crime really do have to include an important factor, intent.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.
