Is it possible to get a prepaid visa or mastercard  using using my discover credit card?

yes u can use any credit card to purchase a pre-paid gift card or a pre-paid credit card. And most companies do not charge a fee,however if u choose to purchase an American Express card they do have a purchase fee they charge, Its a one time fee at the time of purchase.

I don't think you'll be able to use another credit card to purchase a prepaid credit card , but you can always try.

Why did you want a prepaid card?  A prepaid card is useful, but secured credit cards is a better tool to try to establish credit.  Have you thought of obtaining one of those?
