Well, aside from Truancy laws which vary from state to state, there's Child Endangerment and Contributing to the Delinquency of a Minor.  I'm sure the authorities could come up with others.

I'd agree with you, but then we'd both be wrong.

These parents are unfit to raise these kids in a safe and nurturing way.

What they are going is illegal, endangering their children not to mention setting them up for a totally dysfunctional life style. One that will one day have grave consequences. These parents need to be reported to the authorities , the sooner the better.

Even if that means having the children in foster care. They would be better off with a better chance at a normal, happy and self respect.

Mother must be on drugs also to allow her child to take them, she is certainly unfit. Poor kid has no guidance!

Is there a law allowing kindergarden children to be left at a bus stop by

Laws are not generally created to "allow" things, but to prohibit or control them. I doubt that any lawmakers have considered unattended children at a school bus stop to be a willful act of endangerment.

Only child of elderly parents

you could ask your parents to purchase long term care insurance policies to lessen the worries that you'll someday face. it's really difficult to take care of an elderly, especially if he or she has chronic illness or disability.
