Are portable air conditioners more or less energy efficient than the units you can put in a window?

Are portable air conditioners more or less energy efficient than the units you can put in a window? I don't plan to use it every single day, just on particularly hot days. Will it be cool and save me money?

I don't know about efficiency, but I have heard that they make too much noise.
