Christine, The cracks in the tiles could mean a lot of things.  If the cracks run all the way through the tiles and into the concrete then you could have a major problem.  If the tiles just have a lot of very small cracks that run at different angles it was most likely caused by heat/cold contraction.  The crack around the steps is the real problem.  You must get control of that problem and the leakage as soon as possible.  The water can soften the soil enough to cause a complete pool failure.  It is very difficult to get a water tight bond between old and new concrete and takes a lot of luck and talent.  I would suggest you drain the water to a level where you can work on the crack and kirf the crack out.  Then use a product like Vulkem and to seal the crack from the top.  The product allows the slight movement that heat and cold causes and is made for under water use.  You may want to consider a lining for your pool if you are unable to stop the leak.  It is still a little expensive, but if you want to save the pool that may be your only aterenative.

I agree in the above comment. Drain the water so you can easily work on the crack. Then use a product that will seal the crack. Maybe the link below may help you.. Hope it helps.

Pool Repair

Yes as said above the only really good way to work on swimming pool cracks is to have all the water drained out first and leave it to fully dry for easier working conditions.

Now you could hire a proper pool repair service (which I'm guessing you dont want to do due to the costs right?), but if you are wanting to go on at this head on by yourself you may find these links of some help and interest on pool repiars:
