i turned the water to the toilet off when on vacation and when I turn it on nothing happens the water does not fill the tank, I can flush by pouring in water but need to fix this problem

I guess you turned off the shut off valve near the toilet. Right? The washer in the shut off valve is stuck or jambed. You will need to shut off water at the main shut off. Take apart the toilet shut off valve, by removing the stem, check to see if the washer is on the stem. Some are just forced over a lip on the stem, which often corrodes off. Replace the shut off valve if necessary.
