I would like to use some sort of clear matt ...

I would like to use some sort of clear matt coating to paint over a 24x 36 photograph/portrait , just to give it the brush strokes of an oil painting. I have used a  digital program on my computer to give it strokes but it needs a coating of true clear brush marks. What product can be used for this effect? I will be painting over the type of "paper" used for photos.
