It depends on the size and weight of the dog.  Sometimes you can feel them on thin, toy or small dogs.  It feels like a grain of rice.

On average size and larger dogs you normally cannot feel it.

Most shelters and more and more veterinarians now have the needed scanner.  It is inexpensive and your dog doesn't even know it's there...but it can come in pretty darn handy should they get lost!
