Pet Center In St.Cloud,MN OR Black Dog Pets in Wilmar?

I'm going to buy a parakeet soon and I'm wondering which store is better? Pet Center in St.Cloud,MN OR Black Dog Pets in Wilmar,MN. If you think both are bad and have a suggestion make sure to tell me! Also, I know breeders are the best option but I can't find a breeder in Minnesota who sells ordinary (not English) budgies,but if you know any breeders in or near Minnesota please tell me!
