if a person has there social security check deposited in a certain bank and sets up an autopay to pay her monthly morgage payment can the bank stop paying and direct payment to her delinquent bank issued credit card.

If the deposits are going to the bank who is the credit card issuer of the default credit... then the answer is yes... if a judgement (court order) is put against that person for money owed on that credit card any bank can hold money due a creditor.
