This might be an arrest record, but not yet a conviction.  PCS is Possession of a Controlled Substances, in other words a drug user.  MISD TRTMNT is misdemeanor treatment.  It might mean that the Possession of Controlled Substances was treated as a misdemeanor.  Or maybe they were referred for treatment of addiction.
