you paint to match the window framenot the wall. Sill and frame should all be the same color.
You should paint them the same as the trim in the house to give it that added flair of continuity . If its a wood window sil edges etc . the actual wall inset if it is that way should be the wall color unless the entire window inset is trimed in wood ? heres a link to my blogs on painting tips there is several there ..............

you normally paint inside the window casing the same color as the sill. it really comes down to the taste of the one inquiring about the paint.
