I would think that if you can get a primer to adhere to the brass that you could spray paint it, but I would consult a technichian at a paint store for their expertise.  I know thats not saying much, sorry I couldnt be more helpful.

yes. sand entire fixture first so paint will adhere to it then use a paint specifically for metal. Use blue tape to cover the wires and areas where you don't want to paint to go.  You made need to do two coats, but wait for the first coat to dry before spraying the second or possibly a third.
