Mario Kart Wii doesn't include Pac-Man as a character.  (Many pages note that Pac-Man is a character in Mario Kart Arcade -- for example, http://multiplayerblog.mtv.com/2008/01/10/hands-on-with-rare-mario-kart-sequel/)

Technophil is right, Pac-Man is not a character Mario Kart Wii but he is a character on Mario Kart Arcade. This is because PacMan is owned by Namco who published the "Pre-wii" arcade version of Mario kart.
