Vault Birth Certificate should not be an issue for someone running in an election portraying themselves as a natural born U.S. citizen.  The fact that Obama shows disrespect for the American people to refuse to produce his papers - indicates that Obama knows that he is "ineligible" to serve as President of the USofA - and is not "qualified".
