Here are the rules in Houston that are based on NFL guidelines. Reliant Stadium entrance gates will open 90 minutes prior to kickoff.

in buffalo, you can openly drink alcohol at 9 am around the stadium, tailgating is obviously done outside the stadium and depending on where you are, the allowances will change. my advice is to go near the stadium on game day and observe the tailgating atmosphere. when you are comfortable with the tailgating atmosphere, you will know when your area can start and end. usually thousands that dont have tickets show up and continue the tailgating throughout the game. i would be interested in knowing why you would ask this question, seeing as though a drive by would have solved this question. do you live far from the stadium?
