The very first thing to do is to find out who owns the property. You can find this out at your city government offices. I'm sure there will be a help desk where you can find out where to go to learn who owns the property. The next thing you need to do is to contact the owner personally. If the owner is the one who is in the health care facility, you may have to seek some advice from a lawyer on how to contact this person. When you have determined the owner, contact them by registered mail asking them if they are interested in selling this property. If the property is owned by some government agency, you will need legal advice once again. The procedures for purchasing government owned property varies quite a lot from state to state.
You may also ask assistance from a lawyer.
