Tech support for your computer or printer or monitor would come from the manufacturer.  Tech support for Windows would be from Windows Help or from Microsoft.  Tech support for Internet service comes from your ISP.  Tech support for AOL is only from AOL Help screens if you are on the free plan, except that for mail problems you can get help by email if you click on the link at the bottom of a help screen.
