You can raise money by taxes and fees.  For instance, a real estate tax or a parcel tax or a sales tax.  You may need a vote to impose a tax.  Or in a small town maybe you can pass the hat, if the bridge washed out.  You can only get a loan if you can show that you have tax income.

With 310 people in town you might not be able to afford a police officer.  You might have to depend on the sheriff's office.  Your fire department might be volunteer.
