The correct phrase is "crazy as a bedbug".

The Betsy Bug or Bessie bug when turned on its back will claw the air in hopes of grabbing a twig to right itself, but if it stays on its back for an extended period of time (ie overnight) when righted will flip right back on its back and continue clawing the air.
