I don't believe that the rank of the member in the USAF has anything to do with the red beret.  I believe what you might be referring to is the beret worn by some of the USAF's elite Para Rescue.  Their training is very intense in a variety of methodologies from swimming, diving, shooting, hiking, climbing, etc, etc etc. and they are dropped in to dangerous area's during combat to rescue downed pilots, etc.  There is a high percentage of drop outs in training due to the difficulty of the training.
