The only reference I found to this phrase is attributed to David Letterman. He is quoted as saying, "I wouldn't give your troubles to a monkey on a rock."

I'm still not quite sure what that means, but the site I found explains it by saying that Letterman "cares nothing for (the) monkey on a rock" so perhaps it means that your troubles are so awful they shouldn't be wished on someone for whom you care nothing?
