I have two questions, as follows:

1. What is needed to test displays to ensure that they can be readable while subject to external sunlight conditions?  The display has to be readable at a viewing angle of 30 degrees (horizontal and vertical) in a combined environment consisting of 10,000 foot-candle diffuse luminance and the specular reflection of a 2,000-foot-lambert glare source at rated drive conditions.  The displays, under these lighting conditions, have an on/background contrast greater than or equal to 4.66 to make at least six (6) gray scale ratio shades visible (counting "off" as one) and shall produce a minimum difference luminance of not less than 160-foot-lamberts. 

2. What light meter can measure displays intensity dimmable from 0 percent to 100 percent illumination in a minimum of 64 steps with the lowest illumination level of 0.1 foot-lambert.
