Stop the water source.  Do you know what caused it?  If yes, stop the source; If no, find it before you go to remove the mold.

The Fungus Among Us PPT imbedded in the Faster, Easier, Cheaper Powerpoint" presentation for the American Society of Naval Engineers' MegaRust Conference, June 2010 will help explain a bunch.  Bleach does not work and most chemicals are somewhat toxic.  The Bio-Cleaner discussed in that article is all food and cosmetic grade -- easy to apply, almost no odor and easy to remove.  Go to Google and pull up the article.  That is your best start.  You cannot buy a primer or paint that will stop it -- the PPT will describe how to buy those systems and what they are.   This approach is used by the Getty Center Museum, the LaJolla VA Hospital, numerous schools, Evans Hotels, numerous shopping centers and PIER 39 in San Francisco.  The Navy actually rolled waves over these coatings for a year -- they are amazing.  Good luck.
