How does MLB define scoreless innings?

For a pitcher, a scoreless inning is an inning where the other team does not score.  If a pitcher leaves with a runner on base and that runner scores, the pitcher who allowed him on base would be charged with a run.  A relief pitcher who allowed a run to score that he did not put on base is not charged with the run.
