David, not sure of any laws addressing this but if you voice yourself loud enough to the manager of the cable co, you may be able to get some type of $ credit on your next bill.  You may be able to do this online.

If you decide to do this, the key factor is the time you lost this morning, you set aside this time slot and nobody came, etc... All they can do now is make another appt and give you some sort of adjustment. 

Regardless of who is at fault, the fact is that you got stood up.  Any number of people could be to blame or it could be the tech got his/her wires crossed and dropped it. They can trace the appt and find the guilty party but it all adds up to human error.  It happens in every industry.

Thank you for your response.  I agree with everything that you said and bottom line it all come down to a customer service issue and the way that it was handled.  After pushing the supervisor for a customer procedure basis he said that they have a $25 missed appointment credit that they apply.  I doubt that that wouldn't have even been given had I not pushed the point.  Thanks again...
