Can an employer terminate an employee while they are on medical leave?

No, not legally. Unless you have a contract stating medical leave is not to exceed x number of days, and that number has been exceeded, you cannot be terminated on the basis of a medical condition.

No in most cases but there can be outher reasons involved it is law medical leave is not one of them. unless like i stated there are outher reasons. Contact your attorney or ask your  former employer if outher factors are involved.

Yes, depending upon the employee's contract and the circumstances of the job departure, and the need for the partucular job to be performed.
