Why does Mayor Bloomberg of NYC?

Why does Mayor Bloomberg of NYC feel that more than 16 ounces of soda is more of a health crisis, than loud music from bars or cars? Is it no problem for the mayor to supply free ear cochlear implants to people who become deaf from loud music from bars and cars??
