To compare amounts of money, you must order the amounts from smallest to largest, from left to right. Negative $3.27 ( -$3.27) is to the left of positive $1 (+$1.00), and is therefore called "less than" $1.00.  $2.364 (2 dollars 36 cents and 4 mils) is rounded to $2.36, which is "to the left of" $2.37, which is $2.365, rounded to the nearest penny. So, $2.364 is less than $2.365, before and after you round off to the nearest penny (hundredth place).  Note that $2.363 is smaller than $2.364, but they become the same, $2.36 when rounded to hundredths. 

Whole numbers are also compared by ordering them on a number line, from small to large, left to right. Mathematically speaking, "whole numbers" are the non-fractional numbers from and to the right of zero, that is, 0, 1, 2, 3, ...  "Counting numbers" begin with 1: 1, 2, 3, 4, ... When you round  to the"whole numbers",e.g., 2.367, you drop the decimal portions entirely, and round up the remaining whole numbers to the "units" place.  Thus, 2.367 rounds to 2., whereas, 2.763, rounds to 3. If you accurately used the word "whole nos.", then you must include the possibility of using zero: 0.631 rounds off to 1, but 0.361 rounds off to 0, which is still a whole number.

Please note that there may be more than one option for rounding off rules.  The more common rule is: if the first digit of the numerals that will be dropped is a 5 or more, then drop them and raise by one the remaining digit to the left".  In some disciplines, like science, the rule may state: "if the digit dropped is exactly 5, then the remaining digit is raised by one if it results in an even digit".  So, in the last scenario, 2.35 becomes 2.4 when rounded to the tenth's place, but 2.45 also rounds to 2.4 because it results in a 4, an even digit.  

In summary, both money and whole numbers are compared by ordering them from left to right, smallest to largest, and the larger no. is "to the right" of the other no. Rounding off rules are the same for whole nos. and money, except that money is rounded to the nearest penny (hundredth's place), and whole nos. are rounded to the nearest unit's place (one's place).
