1.  Be smart and sensitive talk to him and find the real reason. 
2.  Only he knows the real answer. 
3.  We can only guess:  
     *  He is committed. 
     *  You are committed.  
     *  He is gay. 
     *  He does not have the guts.  
     *  He ha low self esteem / confidence. 
     *  He is afraid that you'll reject him. 
     *  He is only trying you. 
     *  He is not serious (or does not mean it).  
     *  Prefers to keep the relations as they are now.
