Essentially... Numbers. An army's success is related to the number of recruits within.. All the weapons of the military can't accomplish a thing if there's an inadequate amount of soldiers to operate them.
That's true, but not the whole story. It also depends on how well those recruits are trained and equipped.
As well, a great deal depends on how well those soldiers are deployed. Strategy and tactics. The quality of officers and leaders. For example, Patton was a brilliant military strategist. But he was defeated by politics. If not for that, I suspect we would not be having the problems with North Korea we're having now because there would be no North Korea.

There are no strengths. Even strength is not a strength without accountability. Imagine in our bodies, if our immune system took over that would be comparable to a government by the military. When the life and environ of a country is defined by defense and preparedness for war, eventually they will seek war to justify sustaining such leadership. You might even put the watch dogs away for some guests. You wouldn't think of replacing yourself with attack dogs to greet all guests? If not, why do you capitulate to live in a neighborhood where you are perpetually defensive?
