The Council of Cardinals in Rome set policy for the Church.  They figure out what the whole Church has to work with, what we can do with what we have, who needs help the most, and how to go about it.  As Stewards for God we do that very well because God guides us very well.

Atheists always derail trains that carry food to needy people and then say we stole their money.  That way they can get people to do what atheists want which is always criminal.  Did you think anyone but atheists could run drug cartels or sell your daughters as whores?

There are Councils at every level in the Church.  They pay in a small amount of benevolence to the Church, and get back advisories on who needs what in the area.  It works very well.

That is the mission of the Holy Mother Church.  The only ones who interfere with it violently are people who hate God and mankind.  Muslims won't let us into their nations although they are starving, because Muslims hate God and will kill you if you don't hate God as badly as they do.  That idol they worship isn't God.

That is why God forbade us idols like Allah and Baal.  Worship God, and do what God wants you to do, if only to have a clean conscience.
