How can a small business effectively obtain a mailing list for their e-marketing campaign?

There are websites which will sell you emailing list.

My answer is based on the assumption (s) that you haven't built your own email list, that you aren't "partnered" with or members of affinity groups which have lists that you could rent or barter for, and that your marketing encompasses a product or service that is specific-market oriented, and targeted. That your timing is correct regarding the "best time to buy" and other factors.

The are reputablr list brokers, like ABC, Hoover's (business) and web sites whose large numbers of subscribers would possible work well for you.

If email only (I wonder about the justification for that) is being considered, for cost or other reasons, be sure to look for Credibility and Reliability affiliations like BBB, e-Verify, Trust-E and others.

Search "Email list brokers" to get started, but before you do consider seriously how you will decide on a broker, and what references and qualifications you will need to make a good business decision.

Make sure as well that they offer Dashboard Reporting and even better, Roll-out pre-testing.

A great way for a small business to generate leads and sales is to start marketing with email lists. Getting a relevant lists are the first step to having a successful campaign. I got a few quotes for lists and was able to compare quality and price before selecting a broker to do business with. Make sure to have a thought out plan for your campaign before acting with the list. While a list that's outdated or not relevant will lead to a unsuccessful campaign, It'd be worse to take a quality list and waste it on a bad campaign.
