Why do dogs rub their scents on you? My male Chi loves to rub his neck on my neck?...

Dogs will rub their scents on things to mark territory.  There are, also, social applications, involving bonding and status within his "pack". 

There's, also, the possibility that he's got an itchy neck or ear.  If you see him rubbing his neck on other things, you might want to check if he's got a skin rash.

I'd agree with you, but then we'd both be wrong.

what social applications? does he think that his is the Alpha dog... or what?

This little dog. has been my pet since the day he was born... he preferred me to his real mommy. He would play with her~ When he got tired of her rough play,  He would push the screen (Like knocking) to go inside the house with me.  He is extremely close to us... But,  This rubbing behavior is something i do not understand.
