Here are a few suggestion to excite him.  Wear sexy clothes and heels, play a sex board game, get a deck of sex cards, give him a dare/bet with sexual favors as the rewards and finally you can always whisper softly into his ear and tell him what you want him to do now, tonight or in the morning.

Femalesoldier gave you (as she always does) some very good / helpful tips.  I'll take a different angle (well I am a scientist..... lol....).  THE most important question is: Have you any idea why is he less active than you would expect ? - If you know the answer it's half the solution..... If you don't know he answer, can you guess what it is (and then attend to it).  No offence please, but I have to ask you some private intimate questions:  Was it always like that ? How frequent you have sex ? Could he have someone else (sorry !) ?, Is your appetite (for sx) too strong ?  How old are you (both) ? How long are you together ? How are your relations ? Are you emotionally close ?  Are you (both) board ? Have you gained extra weight ?  Is he healthy ?......   The key word is WHY.   Once you find why you'll solve it.  Hope I gave you some guidlines.  No offence please for being a bit too intimate / direct (I am only trying to help).

Before you start having sex to you begin by pleasing him orally. If you start with pleasing him orally you can judge if this will stimulate him first. Being a guy I can say that good head will definately put you in the mood. I would suggest you try giving him a lot of oral and see if it help or not.
