Why do I keep losing Adobe Flash Player?

I keep losing Adobe Flash Player everytime I shut my computer down and then turn it back on. The only way I can get it back it to go to the Adobe download center, do an "uninstall the current Flash Player", then install the latest Flash Player (currently version 10), then execute the "debugger" provided on the Adobe site. This gets it back until the next time I shut the computer down. I have enabled certain ActiveX controls in my Internet Security Options as I have been instructed to do. Still no luck. My computer is about one year old and has Windows Vista as an operating system. I normally use AOL as my web browser but now I have recently just used Internet Explorer. Would appreciate your expertise as this is very frustrating.
