He can't.  That's why he was neutered. (Among other reasons).  I hope you aren't planning to breed your dog.  There are a lot of dogs in the world that need homes, and to breed a dog is pretty irresponsible.

Your dog may still "hump" other dogs for years, but he will never be able to impregnate a femal dog.

No I don't want to breed him. But there is a dog in heat and I want to be 100% sure that if he was just (within a week) neutered he cannot impregate her. I was told it can sometimes take 6-8 weeks for there to be 100% certainty there is no sperm left.
