Can any person order an other person arrested?

If you can present a credible complaint that the other person has broken the law or is somehow a threat, you can submit it to the police.  They have the final say as to whether the person needs to be taken into custody.

I'd agree with you, but then we'd both be wrong.

If that person is doing an illegal thing or has pending warrant of arrest, then an person can order that he/she be arrested. In fact, a citizen arrest may be enforce upon that person.
