Try the SPCA, if not them, they'll tell you who to contact. And, as a cat lover, if they catch whoever it is, I hope they give them the death penalty. The laws for animal abuse in this country are far too weak.

If a little knowledge is a dangerous thing, then that makes me a burning truck filled with TNT hurtling through a rocket fuel depot.
