Key Blank Number

I have a Commercial customer with a safe made by CCF Safe Specialists. The inside locking compartment uses an oversized "cam" lock; mfg, unknown. I've gone through the entire Ilco Key Blank Catalog & don't see a blank that will fit the lock. The Yale 997ER is very close but will not go into the lock.
