The body responsible for domain names in Israel is the Israel Internet Association (http://isoc.org.il). Originally, they were the place to get .il domains but they have started a reform that only authorized registrants can register .il domains through them.
The list of registrants is here: http://isoc.org.il/domain_heb/accredited_registrars.html

It should cost $24.95 per year but sometimes some registrar have special deals that might make it cheaper if you buy it for more than one year, etc.

I am attending a program in Israel which starts on June 22, 2009 and finishes

July 23, 2009.  I would like to stay in Israel for another week to week and a half, returning home around the first week in August, 2009.  I'm leaving from Toronto, Ontario to Tel Aviv.  Can you give me a price if I booked it by March 31, 2009?
